    Dr. Brigg’s following established ways of gaining voter approval. In the 60’s, the voters were asked to change the City Charter to add section 99.1 for the Mission Valley Stadium . The same processes were used for the Convention Center and any other major public expenditure.

    The people have reserved to themselves the right to approve major projects and new taxes.
