“The shovels have been in the ground over a year”
That indicates there have been shovels in the ground of the stadium and the site over a year yep the stadium (Los Angeles Entertainment Center) is ready to construction and groundbreak in December 2015.
Inglewood starts construction on stadium=Game over and defeat for Carson and St. Louis, Victory for Inglewood, Oakland, and San Diego, St. Louis Rams moving back to Los Angeles, NFL owners take notice and 24 owners approve the Inglewood site and reject the Carson proposal, and Rams move to Los Angeles approved by 24 NFL owners.
